I've got the 21 inch studio display from apple and a LaCie 21 inch and both have the support lines.
I read a complaint about this matter once in a newsgroup and this is what was replied at that time.
I've no further knowledge about it. But I can't say that the lines are very irritating. After some time working with it I didn't notice them anymore.
 
About the graphics cards it's probably not the fastest one available. Before the 9600 I was using a Matrox G550. Of course the 9600 is much better but the OpenGl preview of RS is not that good. So at the moment I mainly work with OpenGl wireframe mode. I think the best cards are mostly important when you play a lot of 3D games. Also rotating and moving very complex scenes might benefit from it. IMHO the response of the 9600 is fast enough to be able to handle everage scenes. On another computer I'm using the ATI 9250 which is even much cheaper. And even on that machine I can't say that it makes much difference.
 
As you said you're going to buy a new computer, this might only be of general information, as you will probably not buy an AGP equipped machine but with PCI Express.

Are you sure? I thought that was only the case with trinitron-like tubes.
