Hi Anindam- 1) It's because the version ckEditor used by Magnolia 4.4.2 was developed years before IE11 existed. Perhaps you could upgrade the version of ckEditor you use to one that supports IE11.
2) I'm sorry but it's been too long. Packager module doesn't even exist in more recent versions of Magnolia. Perhaps you could customize the dialog to work the way you would like it.
