If the 3.5.4 webapp is not available, there should be some messages in
tomcat's catalina.out offering a reason why. They did change the
startup from 3.5rc1 -- it doesn't bootstrap immediately any more. It'll
initialize the repository and then wait for you to visit the
install/update page before continuing w/ repository bootstrap and module
deployment.
