it is not possible to grant commit access to individuals who have not
become committers via the "official" way. You find pretty much

From my PoV we have to distinguish between two aspects:
a) Contributing code (directly to the SVN)
b) Committment to the Lenya project and the ASF philosophy
The ASF considers b) to be a prerequisite for a), therefore people have
to earn committership before being granted commit access.
Rudolf pointed out that a separation between the core and a
module/contribution area could lower the inhibition threshold for
potential contributors. If I understand him correctly, he thinks that
ATM contributing is difficult for many people because the core is pretty
complex and having the modules in the same branch indicates that they
belong to the core.
But as soon as the core and modules (or some of the modules) are
physically separated, e.g. by putting them in different branches or
sub-projects, a lot of complexity is added:
* Continuous integration
* Quality control
* Release management
Therefore I'm hesitant to suggest such a construct.
Do you think we would get more patches/features/bugfixes by separating
(peripheral) modules from the core?
