CVS:midgard/data/proposals/ will be cleared a lot in a couple of days.
For the moment I suggest you to use the following procedure to get
correct files from CVS:
1. Run from CVS:midgard
 ./makedist 1.4beta7 lib mod php
2. Compile midgard-lib, midgard-php, mod_midgard as usual
   (don't forget --prefix and --with-sitegroups, if needed, don't use --with-pagelinks)
3. Install them
4. Create empty database using CVS:midgard/proposals/data/rpm/empty.sql
5. Look into CVS:midgard/lib/repligard/README how to create correct BlobDir
   and CVS:midgard/lib/repligard/test/README how to import database.
   
Note that repligard should be started under user that has correct 
   permissions to write/delete in BlobDir. If you created BlobDir as recommended
   in step (5), then it could be any user.

That's all, asgard will work. Additionally, images for old admin site should be copied
to the usual location (I hope you already have them there).
