If I understand the situation correctly
There is solution since version 2.0.0 (if I'm not mistaken)
As moderator you can click at video-pod of any user and let this user to be
the only speaker (this feature has name Exclusive audio)
Additionally there is Hot key for this listed here
https://openmeetings.apache.org/GeneralConfiguration.html (
mute.others.keycode)
And there should be special icon in case there is no video-pod, just audio

There was proposal like this already:

But, I'm afraid, the only realistic way to achieve some interactivity on WB
would be to create some sort of "plugable WB" and provide detailed
instruction how WB plugin can be created
Not sure if I have time and will to work on this :( (this looks to me as
some monster task :(( )
