Sure you can. Just include the Struts lib files in your project. If you are talking about IDE support for Struts, then I would suggest: http://www.myeclipseide.com/ContentExpress-display-ceid-55.html This is a tested plug-in for Struts on eclipse. It costs about $30 - $40.
There is another Struts plug-in for eclipse available at: http://download.eclipse.org/webtools/downloads/ This one is free. I have used it myself and its pretty good too.
