No errors. The issue seems to be with the <s:a.../> tag; it is quoting the correct URL and appending it to the current page's URL. http://localhost:7001/foo/curUrl%22/foo/rightUrl%22?dojoCacheThing=etc. If I display the URL generated from the <s:url.../> tag it is correct; the GET fired off by the <s:a.../> is the mangled URL.
