dojo and struts-tags and sitemesh and tiles are already supported in struts http://struts.apache.org/2.0.11.2/docs/dojo-head.html
BTW: you're loading one heck of alot of functionality into JS with these external JS libraries http://struts.apache.org/2.0.11.2/docs/ajax.html (i'm not picking on JQuery per se but why not GWT or Scriptaculous which have equal amount of functionality?) are you enlisting yourself to write a JQuery plugin for struts http://cwiki.apache.org/WW/plugins.html ?
