what happens when you configure the tooltipIconPath attribute in the form 
beforehand ?

          tooltipDelay="500"
          tooltipIconPath="/myImages/myIcon.gif" .... >
<s:textarea label="Comments" name="comments" cols="30" rows="8"/>

//tooltipIconPath should be inherited from form
?
