Evelio,
I seem to remember making a change in one of the provisioning scripts to set 
the SSH service to "auto". 
You can try manually connecting to the VM, opening up services.msc, and 
checking the status of the SSH service to see if that's part of the problem.

  I was able to copy root’s public key to the list of authorized keys. 
  That got me past the error. 
    
  However, after the image capture and subsequent reload on the VM host, I see 
the computer in the list always on “reloading” state. 
  It has been reloading for quite a while now. I expect it to time out 
eventually.  
    
  It goes almost all the way through image capture and reload. But I suspect 
that Cygwin is no longer running, so VCL cannot SSH to the reloaded VM.

  Trying to capture a Windows 7 image. 
  I logged into windows as root, ran the config script successfully. 
  I executed Gen-node-key script and tried the SSH command successfully. 
    
  However, although I can SSH to the windows VM, vcld still complains that SSH 
is closed. 
    
  Did I miss a step somewhere ?
