Basically the 2000/10 is a draft that was never published as a recomendation, what XmlBeans supports is the recommendation. I think you should talk to the Schema author, I mean, it's been more than 5 years now since XMLSchema was published as a recommendation, so I think it is reasonable to ask Schema authors to update their Schemas.
