It's there to encourage people to use the latest (and fastest) version of Maven. it also gives us you an opportunity to simplify your poms with the enhancements to phase ids in 2.2.x.

At this point, I cannot keep myself from asking why there is such a tag
into the pom.xml if Maven 2.2.1 is NOT a prerequisite.
