Permissions on the repository seem to be find.  I can retrieve other jars, 
include the activation 1.1 jar.
I can retrieve the jar through the browser using both the webgroup and the 
mavenmirror
The only thing in the logs is in the request log where it says it is 
trying to find the the jar in the releases repository.  It seems the 
webgroup is redirecting it to the wrong repository?  How does a group map 
a jar request to the right repository?

For a single file it sounds odd.

Some ideas:
- Permissions problem on the repository?
- Does it work if you access the URL of the artifact in the webgroup from 
the browser?
- Does it work if you access the URL of the artifact in the mavenmirror 
from the browser?
- anything in the logs?
