Surely any user who found they couldn't Save As... but wanted to save the file under a different name or in a different location could circumvent your intended protection by merely closing the document, doing the necessary in the operating system, and then re-opening the new file in LibreOffice? If you have the authority to forbid their doing that, your problem would be solved anyway.
