My LO: 24.8.4.2 AARCH64
First test:
A1: format: Number (default)
input: 2
shows: 2
B1: format: Number
input: the string "=A1" (without the quotes)
shows: 2
Second test:
C1: format changed to Text
input: the string "=A1"
(without the quotes, manually or pasted from the clipboard)
shows: =A1
format changed to Number
shows: '=A1
change the content to =A1
shows: 2
With my constellation I can enter only text into a cell formatted as
Text. But if I change the cell's format to Number the previous content
is preceded by a single quote.
You need to change the cell's format to anything but Text. If you don't,
there is no way to get the formula working. Do you agree?

One thing is what you type in the formula bar.
A different one s how you instruct the cell to diplay its content: this
last one is done via formatting choice.
If you insert a formula in the formula bar, that will always be
interpreted as a formula, regardless the formatting choice.
The problem may arise is you enter the formula in the formula bar,
inserting a single apex in front of it: these way you are telling LO
that what you typed is not a formula, but simple text, regardless the
formatting choice.
Only after you confirm the input in the formula bar, LO tries to format
is in accordance with your formatting choice.
There will be a difference if you copy a cell to another one. Then the
references will be adjusted. So I think that you simply copied the cell
content and produced simple text.
Right.
You can mitigate this issue by using absolute references for ranges, but
this could not be what you desire.
