Possibly because you have actually omitted the leading "=" sign from your formula in this second cell? Or that you have added a spurious blank character in front of the "=" sign?

No, the equal signs are there all right and I could not find any blank spaces either.
There is no difference in the Japanese characters either.
I copied those from one of the cells above and pasted the same thing into both cells in question.
