well, it's suggested to use a compiled language like Perl for the JSV.
But this depends on the number of jobs you submit per second. We have
mostly long running jobs and around 100 submissions per day - for this
amount it doesn't matter.
I know the same is true for RQS's, which we depend on quite a bit.
Of this I never heard.

You can use a JSV to request a consumable complex when you notice the
"-sync y" option (or users are fair and do it on their own already).
The complex is defined on a global (`qconf -me global`) level as
999999 or alike, i.e. unlimited. Then you can use any RQS you like for
users and in total by a second separate RQS.
