OK, I put in NameVirtualHost 216.107.115.123:80, and put
<VirtualHost *:80> in one of the websites, then restarted
apache. I still get the warning below, but I must be on the right track. When I try to access the sites now, I get the Apache Test Page instead of the message that the connection had been refused. EXCEPT on one site that I have not changed one character on, I get :[warn] NameVirtualHost 216.107.115.123:80 has no VirtualHosts Not FoundThe requested URL /index.html was not found on this server.
