Forget your webpage for now. It is useless if nobody can reach it.Use valid DNS servers. Ask the DNS techs to fix their servers or maybe your registrar can offer you DNS service. Once you have valid DNS, enter the name->IP records in them. And then, people will be able to reach your website.
