With double the capacity now it might never matter -- but in general yes you'd want to have "slack space" with ServerLimit of e.g. 48 or 64. The slack space is occupied by replacements when termination of the old processes is slow It would also be good to find out what slows down the processes to exit, this is where the workload/config comes into play. pstack or gdb will give you a backtrace of processes. If server-status is reachable you can investigate the 'G' processes.
