Uh, what? Microsoft offers free upgrades from Win 10 to Win 11, but you have to have a valid consumer (OEM or Retail) activation key for Win 7, 8/8.1/10. Microsoft offers free Trial/Evaluation downloads of Windows 11 you can install and run for 6 months. I don't know what you mean by "free download" (The OP rejected the idea of running windows for non cost-related reasons, running an evaluation copy in a VM doesn't change any of those non cost-related reasons...) > Linux is free.
