Contrary data point - my fc38 systems all have "-100" kernels and they
get dnf updates every week.  Wouldn't think it is relevant, but just
in case, I build using the server-netinstall iso and have it install
KDE.

OTOH, my lone fc39 system has "-200" kernels.
