The -NNN is the version that is provided by the kernel team.
At latest builds are:
kernel-6.8.5-101.fc38
kernel-6.8.5-201.fc39
kernel-6.8.5-301.fc40

I think the idea is that upgrade from f38 to f39 will pull in a new kernel
and like wise for a f39 to f40 upgrade.

I think it's numbered for next (f40), current (f39) and previous (f38) fedora 
releases.
