Contrary data point - my fc38 systems all have "-100" kernels and they
get dnf updates every week.  Wouldn't think it is relevant, but just
in case, I build using the server-netinstall iso and have it install
KDE.

OTOH, my lone fc39 system has "-200" kernels.

I checked my dnf logs.  It seems the last time there was a -200 kernel (or 
anything else with a -200 in the name/version) on this workstation was 
mid-December 2023.

What does the -100 vs. -200 signify?
