Check your web server error logs, it’ll show the full path to the installer you tried to access. It could be your web server document root is not what you thought it is. It could also be selinux or suexec ownership mismatch if you have those enabled.

Did you enable the installer in file config.inc.php?

$config['enable_installer'] = true;

I added this line to the bottom of config/config.inc.php but I still
get 404.
