I agree entirely. While the automatic resolution is dangerous, it is also very useful. Being forced to specify versions for every plugin used would be tedious, error prone, and overall just a huge pain in the ass. Replacing this functionality with a plugin would probably be ideal. It could do an initial resolution for plugins, and thereafter could upgrade the versions as necessary. Perhaps a section could be added to the POM for specifying version compatibility.
