I agree entirely. While the automatic resolution is dangerous, it is
also very useful. Being forced to specify versions for every plugin used
would be tedious, error prone, and overall just a huge pain in the ass.

Replacing this functionality with a plugin would probably be ideal. It
could do an initial resolution for plugins, and thereafter could upgrade
the versions as necessary.

Perhaps a section could be added to the POM for specifying version
compatibility. This could then be used by the plugin to determine if it
can automatically upgrade the plugins, and if so to what version.
