I think you have a valid requirement here and I wonder that no one ever ran into this before. May be, it's because of the (I think unique) situation that the two mojos use the same configuration tag (<arguments/>) instead of dictinct ones (<prepareArguments/> and <performArguments> for example).

But instead of just putting an enhancement request somewhere in jira, I would suggest adding a proposal to the user-proposals page in the wiki [1], following the structure of the existung proposals. And then put it up for discussion on the developer mailinglist.

Can't you disable the Junit tests normally? "-Dmaven.test.skip=true" It means 
some extra typing on each release though.

I want to run test in release:prepare but skip them in release:perform. And 
that's because I just don't want to run them twice on exactly the same code.

I believe the usage of profiles is the right way to pass arguments. But you're wrong saying you have to specify which profile when invoking the goals.

In your case, you can do something like that :

    <profile>
      <id>env-dev</id>
      <properties>
        <maven.test.skip>true</maven.test.skip>
      </properties>
    </profile>
  </profiles>

  <activeProfiles>
    <activeProfile>env-dev</activeProfile>
  </activeProfiles>

by adding the activeProfile tag, you'll be able to select a profile which will be always used on that machine.
