ok .. it seems that maven is downloading stuff - i deleted .m2 and the next 
time i ran mvn it downloaded the maven-metadata-central.xml file

It still doesn't work though :-(

Sorry ... I mean that the JDK executable is able to pass through the

In addition to the Vista firewall, what antivirus software are you
running? A few people have posted here very frustrated by things only
to discover that McAfee or something similar was the root of their
troubles. Disable *all* such software and try again.

Also, try running with -U to force an update of artifacts from repos.
The final step is to rename the ~/.m2 directory to ~/.m2x (or simply
delete ~/.m2) and try again from scratch.
