I am not sure if you are aware, but even the OSS version of Nexus (Maven
repo manager) has an abundance of security options. You can configure it
so that only very specific developers have access to it. Very flexible.

You don't know my "security police". They are all-powerful and no one in
management dares oppose them. And they couldn't care less about
improving the development process. Any new server-type application would
be scrutinized to death.
