Maybe check the JavaFX modules at https://github.com/apache/netbeans/tree/master/extra In particular notice the use of OpenIDE-Module-Needs in the manifest, eg. at https://github.com/apache/netbeans/blob/master/extra/libs.javafx.linux/manifest.mf#L8 Doesn't that solve the problem when packaging them all?
