The bit that wasn't mentioned was that you changed the name from OpenLayers.js to OpenLayers_comp.js. That is not supported, and I expect that not to work. If it's important to you to do that, then I think we're pretty close to having it be possible, but not quite. In general, we just keep the OpenLayers.js name when making our compressed versions -- if it's in lib/, it's uncompressed, and if it's not, it's compressed.
