To start by answering the questions, the current database is access and has 780 people with about 12 fields. So it's maybe not as small as I first thought. I started by asking for advice on fedora-list and after some discussion they adrees that there isn't really a 'ready to go' user friendly solution to this other than access. Access keeps winning because people can understand it and make it work. All I know is I don't trust M$ with anything and I want to sell the group I work with on an open source alternative. For now I've kind of resigned myself to learning Access until OOo 2.0 is stable - then I'll look at that. If you have some alternative I would love to hear about it.
