Somehow, your tool tips got turned off. In the program menu, select Tools>Options. In the window that opens, there will be various components of OpenOffice appearing on the left side. Expand the OpenOffice.org section by clicking on the + sign. From the expanded list, select "General." On the right side of the window, you will see a "Help" section, with "Tips" right below it. Make sure the Tips box has a checkmark in it. If it does not, then right-click on it one time to enter a check. This should turn the Tips on. If you want expanded tool tips (more information), then also check the "Extended Tips" box. Hope that takes care of it for you.
