Here's an idea off the top of my head that would possibly cure the 
worst of this sort of thing. Most people sending to the list only 
send a handful of messages a day, if that. Suppose the list manager 
checked the number passing through, and if "too many" sent back a 
"please confirm" message. If that weren't replied to in a timely way, 
it could throttle the number of messages for a time and finally 
forcibly unsubscribe the sender - which would at least make sure they 
went to a moderator - or just start bouncing them.

Or something along those lines.
