FWIW, the OOo wikipage lists 256 MB RAM for Solaris, Windows, and Linux, and 512 MB for Mac OS X as the minimum system requirements.
Whether or not the OPs machine is underpowered for their usage, depends literally upon what they use their system, for.
If all they write is a couple of short (less than 100 pages, no embedded audio, video, or images) documents a month, their system should be fine.
If they normally edit documents of 25 000 + pages, that include 1 000+ tables, 10 000+ images, alongside embedded video, and embedded audio, then their system is inadequate.
