Well, let's say it out loud: Writer does not have a function to create a 
watermark. You can do it
'somehow' but don't look for a button or item - it doesn't exist at all.

I use a bitmap in the background but it does not under-/overlap the margins. 
Writer is not a DTP
tool and watermark is not a text oriented function. I suggest you to use 
another way/tool.
