It happened way back before I had finally decided to bite the bullet and
spend the time to figure out how to report a bug in the massively
over-complicated OOo bug tracker (at least it has gotten better since) -
but I do recall discussing this somewhere - probably one of these lists
- and being told that it was an 'improvement'.

Again... it cannot be consider an enhancement request when it is a
*regression*.

How about because it is the way OOo worked for years?

And I refuse to believe that no one can see the use case for being able
to edit a document that resides n a directory where the user doesn't
have *create* privileges. There is a difference with 'modify' and
'create' permissions.

So, again, in this respect, it is a bug, not an enhancement request.

You mean like the hundreds of votes (in just a few days) for the color
icons being restored?

Or the 473 votes for support for SVG garnered in 9 years?
