To answer your question - when the OOo website user database was migrated over to the new server, all user accounts were migrated, and everyone was sent an email notification on their last registered email address. If this person you are referring to registered an account on the OOo website at some point in the past... then they would have received an email. This has nothing to do with whether a person has OOo installed or not... just if they had an active account on the OOo website.
