The first thing you should probably do is update Ubuntu to a more
current release.
You will probably have more luck looking for help with Ubuntu in the
Ubuntu forums:

This is strictly an openoffice place. We can help you with openoffice
issues in Ubuntu or Windows, but you'll find people with a better
knowledge of general Ubuntu in the above link.
And, if must

The best route for a total reinstall will probably insert the install CD
and hit next a couple of times ;).
But you shouldn't need to reinstall Ubuntu.
