In wordpad, you can just enter 0a2 followed by Alt+x. No ctrl+shift needed.
I just tested that a few seconds ago. Even a2 Alt+x will do the trick, the
zero is not needed.

Johnny, how does that work ? If you open notepad and then type «0», followed
by «a», followed by «2», don't you simply get «0a2» - after all, you haven't
given notepad or Windows a command that it should do something other than
produce the symbols you type, which is the function of «Ctrl + Shift + u».
Are you sure you're not entering some other command before typing «0», «a»,
and «2» ?...
