The Gimp can do it. When you save an image as EPS, the Save (or Save-As) dialog has a checkbox for Preview. I've tested and used this feature in the Linux version of The Gimp, and it works perfectly. There is a Windows build of The Gimp available here: http://gimp-win.sourceforge.net/ It should do exactly the same as the Linux version I use (and since it's open source, you can freely download and install it.. just like you can with OpenOffice.org).
MS Word does the display on my computer. I found a colleague where the EPS was not shown, even not in MS Word. He installed some "Office Converter Pack" to be found on MS internet server. I was looking for a similar thing for OOo.
