You may have hit the nail on the head. Perhaps people don't feel
comfortable with "free software", experiences on download sites may have
left a bad taste in the mouth. A modestly priced purchase on the other
hand lets them feel they are doing the right thing.

Hmm, perhaps an enterprising individual or two within the organisation
could set up a NPO website, the profits of which to be returned to the
Community Council. Then we could direct these folk there. This would
control the quality of distribution and perhaps create an
advertising/education budget.

I don't foresee any massive increase in self righteous indignant posts
to this list, that seems directly proportional to users, irrespective of
paying for the software.
