I assume you're running Windows.  After you download the installer file,
you have to double on the downloaded file, to start the installer.  The
installer will take you through several panels, where you can generally
use the default values.  After the installation is complete, there
should be an OpenOffice folder and icons in the Start menu.

Have you actually installed OpenOffice?  Or did you just download it,
without installing?
