The default way to insert unformatted text is:

<ctrl> + <shift> + V -> U -> <enter>

You may record it as macro ...
(Tools -> Macros -> Record Macros)

... and assign a shortcut key
(Tools -> Customize -> Keyboard; Functions: OOo Macros ...)

My choice was <ctrl> + <shift> + U  -
but you could take any other shortcut key.
