I agree it's not clear whether 'cut' should remove background as well as content. However, it seems behaviour is different depending on whether "the cell" or "all cell content" is selected. Select a cell, and ^X removes everything; double-click on a cell and select the contents with ^A, and then ^X seems to remove just the content.
