The support people at Rogers are for internet connection issues only.
They have noting to do with other applications, such as OpenOffice. Do
you get any error messages? Can you open the file from within
OpenOffice, using File > Open? Does the file have a file extension, so
that Windows can recognize what sort of file it is?
