You didn't indicate which version of OOo you are using. I'm running 2.3.1 on an XP box and Macromedia Shockwave Flash (swf) is the third option available under the Export Menu. I just tried a live CD of Ubuntu v7.04 and it had the same export option for swf. As far as I know, there is no option for TV Output in Impress exports.

As far as a Video Capture tool, the options available would depend upon the Capture Tool used. I don't know what kind of a burner you are using, but if it is Nero, the Nero Vision module will let you select your own settings for output to DVD. I've used it (v7.something or other) and it works great.
