Yes. The it uses download.js javascript that triggers the language links
based on the browser's character ISO character set & browser OS.

With JavaScript turned off it reads:

Please use our get more platforms and languages.

With JS turned on it reads (based on my browser char set & header):

The OP's (mtcboase) browser was using the Chinese Big 5 character set:
Content-Type: text/plain;
        charset="big5"
so that is the language that the JavaScript presented.

I can see the advantage of this JS as it will help non-english speaking
users. That said, perhaps the button should show the "Please use our get
more platforms and languages" in both the detected language *and* english.
