It's still not clear what's going on.

Assduming you're using windows, you should have downloaded a file 
named something like OOo_2.4.0_Win32Intel_install_wJRE_en-US.exe from 
the Openoffice website. You need to run this to install it, during 
which process you have the /option/ to register if you so wish. After 
installation your start menu should have entries for Writer, Impress, 
etc.

There's no question of "logging in" to anything. Just download, 
install, enjoy.
